Paul O'Connor


I am a project professional with particular experience in the design, deployment and review of major public sector projects. I have a broad work background in the private and public sectors, with diverse international experiences, such as 5 years working as a journalist in Vietnam.

For the last decade I have been a public servant in the Commonwealth, Northern Territory and Victorian jurisdictions, and am currently a senior executive in the Victorian Auditor-General’s Office where I have personally directed reviews of the following significant projects:

  • Towards a ‘smart grid’—the roll-out of Advanced Metering Infrastructure ($2 billion project)
  • Connecting Courts—The Integrated Courts Management System ($55M ICT project)
  • The new Royal Children’s Hospital—a public private partnership ($1 billion project)
  • The new Royal Women’s Hospital—a public private partnership ($280M project)
  • HealthSMART—Victoria’s whole-of-health ICT strategy ($323M program)
  • Tullamarine-Calder Interchange project ($150M project) and Monash-West Gate Freeway corridor upgrade ($1 billion project)
  • Southern Cross Station PPP ($570M project) and Melbourne Convention Centre PPP ($800M project)
  • Special Review of the Management of the construction of the Commonwealth Games Athlete’s Village

I am an active participant in PMI chapter events, as well as the Government SIG, where I recently performed the role of one of the international judges for the “Project of the Year” award. 

Due to this broad experience, I have had involvement in committee and/or board governance roles, where a focus on team outcomes and collegiate behaviour has enabled excellent corporate results.
